CEC chairman says there are no legal grounds for his resignation

No legal basis for resignation


In response to opposition parties, which are discontented with the October 11 elections results, Vladimir Churov, chairman of the Central Election Commission (CEC), said there were no legal basis for his resignation.


The opposition accused the CEC and Churov of election fraud in 75 regions, which United Russia won by a landslide. Specifically, three parties – LDPR, CPRF and Just Russia – walked out of the State Duma in protest in mid-October following the announcement of the results. The CPRF and the LDPR leaders personally demanded that the resignation of the SEC chairman for improper execution of his duties.


However, Churov has shrugged off the opposition calls as noisy and lacking legal basis. “The CEC independence stems from its formation principle: after the President, the Federation Council and the State Duma had nominated five representatives each, they cannot be sacked before their term expires,” he said. “The commission members can be dismissed only by a court ruling, providing the court establishes that such member has broken the election legislation or has been involved in, say, extremist activities.”
