Foreigners to receive ‘Muscovite Conducts Code’ via a policy to accelerate integration

The City Hall is currently finalizing the Muscovite Conducts Code for foreigners, a sort of collection of rules, to help those coming to the city for permanent residency easily integrate into the society, Mikhail Solomentsev, the chairman of the City Hall’s Inter-regional Ties and National Policy Committee, said. “This is not a legislative document, but a set of social rules of behavior, which will help people who come to Moscow to know the rules of life in the city. They are rules, which strangers are not expected to break. This is in accordance with the old proverb, which says ‘when you are in Rome, do as Romans do’. 


”Solomentsev further noted that serious consultations will be held with the representatives of all the national diasporas in Moscow before the Code, which all Muscovites need to abide by, will be finally adopted. “This is because there are such rules of social behavior in all cities, not just in Moscow alone. This is normal.” The Code is slated for completion by the end of the year.
