Super-capital with the special status within the limits of the central vertical

Unexpected Proposals


Sergei Mironov, Federation Council speaker, who also doubles as the Just Russia Party leader, has called for unifying Moscow and the Moscow Region into a single entity, the head of which will be elevated to the status of a Russian deputy prime minister.

“Moscow, as the Russian capital, should not only be managed on regional basis. It should also come under the so-called ‘administrative vertical’ from the federal government as a form of control over the capital, especially on city’s urban planning policies.”

Mironov believes that the merging of Moscow City and Moscow Region will be mutually beneficial for both regions, noting, however, the final decision will have to be made by the regions’ residents, probably, via a referendum.

It seems Mironov and his party colleagues simply like generating all sorts of proposals. For example, it was his party that had proposed the introduction of a special differential tax for luxury goods.
