Khloponin vows to eradicate clannishness in Caucasus government system

Alexander Khloponin, the presidential envoy in the North Caucasian Federal District, has promised to eliminate the clan system in the region’s politics. “We are moving from the principle of distribution of posts on a national basis in favor of professional qualities, where people’s nationalities will be irrelevant, as far as they meet certain criteria,” he noted. “Today, I’ve all the powers to put ‘things in order’ on this issue, starting with the federal agencies in the region. Thereafter, we shall move to a rigid appointment principle, based on potential appointees’ meeting strict qualification requirements.”
