Consolidation of power is an absolute prerequisite for country’s modernization

Power Consolidation Justification 

Economic and social modernization is most effective in a country with consolidated authority, Vladislav Surkov, the deputy Kremlin chief of staff, said at a meeting in Kazan. “Consolidated authority that maintains a high quality of state management is more effective in tackling modernization targets, while states with disorganized and decentralized authority, as a rule, cannot cope with such tasks.”

Sharing this point of view, Tatarstan President Rustam Minnikhanov, who also participated in the meeting, noted that international experience has shown that successful modernization and reforms can take place only in a country that has stable authority.
