Not all Russia Militsia’s top brass pass the ‘transformation tests’ to police generals

Summarizing the results of the certification of the Interior Ministry senior officials that ended in July, Minister Rashid Nurgaliyev said a total of 327 generals were subjected to the tests. “Out of this number, 21 generals failed the certification procedures for different reasons such as submitting dishonest declarations or being involved in activities that had discredited the militsia.”

Earlier, Nurgaliyev admitted that he was shocked by some of his colleagues’ scales of incomes and properties. "The Presidential Commission that vetted the top brass discovered that some officers own huge estate, including overseas and are involved in business."

As an example, he cited the case of a deputy head of a regional militsia, who has two restaurants, a hotel and other real estate properties. “Fearing declaration, he retroactively transferred everything to his wife and fictitiously divorced her.”
