Effective State Duma

Prime Minister Vladimir Putin has officially acknowledged the impotence of the country’s legislature, saying Russia does not need a parliament that ‘dutifully churns out’ laws. “We need a well-functioning State Duma, and not a parliament that dutifully endorses all bills as in Soviet times. A normal parliament undertakes critical analyses of all bills in order to produce the most effective solutions for a country’s development,” he added. “We need a Duma that really thinks. This is the purpose for which a parliament is created - to think.” The next election to the State Duma is scheduled for December 4.
