Health and Social Development Minister Tatyana Golikova has severely criticized Russian medical health sciences. "There was a detailed analysis of the Russian scientific institutions’ competencies that studied the publication activity and impact factors of Russian scientists and the journals which published or cited their works as well as their Hirsch indices,” she said. “The results were awful: citations, that is, the importance and relevance, of our scientists’ works in and outside Russia, are extremely low. Thus, out of 5424 research laboratories, only 199 laboratories have been published in journals with an impact factor higher than 1, and of these, only 121 have a Hirsch's index above 5. There are institutions, whose works over the past three years have never been cited or published anywhere. This is unacceptable.”
