Russian Interior Minister Rashid Nurgaliyev has ordered a new re-certification exercise for the police. This order for a new purge in the long-suffering agency means Nurgaliyev has officially recognized the failure, or as they prefer to call it in the ministry, the ineffectiveness of the previous certification held during the militsia reform. According to the order, the evaluation committees will include members of civic councils and police veteran organizations. “Such public scrutiny will be additional insurance against all types of bias.” During the last re-certification, 12,000 employees and 226,000 positions were eliminated.
