Russian defense minister’s reform to reduce Armed Forces bloated top brass

Within the frameworks of reforming the Russian Army, Defense Minister Anatoly Serdyukov announced plans to reduce the number of top military brass and increase the number of lower-ranked officials. Consequently, by 2012, the number of top brass will drop by 2.5 times, a move aimed at liquidating the disbalance between the number of senior and low officials in the force. Serdyukov noted that the move to ‘optimize’ the number of top brass is line with global practices. “We hope to have a one-million army by 2012, where top brass will account for about 15% of the total number.” Currently, it is about 32%.
