Speaking at the opening of an International Scientific Seminar, titled, ‘The State Audit Agencies in the System of Public Governance of Russian Regions’ last month, Moscow Mayor Yuri Luzhkhov noted that the Russian capital has the most transparent city budget in the country.
“The organizing committee of the national transparency rating agency has presented its official results for 2008, where Moscow received the highest awardfor scoring the highest grade. This achievement resulted from the city’s policy and the work of the city’s Audit Chamber.” The mayor also noted that the Moscow’s 2008 budget 2008totaled $54bln, second only to Tokyo among major world capitals. “The Budgetary process has a unique scale, and therefore, should be controllable.”
