State Duma plans to make the work of court marshals financially self-sufficient

A bill submitted in May by Vladimir Pligin, the chairman of the State Duma Constitutional Affairs Committee, to the parliament for consideration, envisages raising the minimal official fee for court marshals’ debt collection efforts from the debtors. Specifically, the new fee for collecting debts from citizens will be R500 and R5,000 for businesses. 


Pligin said the amendment stemmed from the fact that court marshals currently receive just 7% of the collected debts, which is sometimes so small to compensate for the efforts expended on their collections. For instance, about 30% of the 35.93mln debt redemptions orders executed by court marshals in 2008 did not exceed R500.
