Ex-Russian Senate speaker's party promises to generate trillions of rubles for the state


ROSTOV-ON-DON, Russia — Sergei Mironov, the former chairman of the Russian Federation Council, the upper chamber of the state’s bicameral parliament, and now the leader of the opposition Just Party, has said his party knows where and how to generate at least an additional sum of 10trln rubles to the budget in a very limited timespan.

“Our party's program currently under draft that will be adopted in September will show how the state can generate more money from sources currently overlooked by the present government,” he said. “One is the introduction of a progressive income tax rate for wealthy Russians. There are reportedly over 200,000 Russian families that earn 50mln rubles and above per year."

Mironov's other perspective sources of revenues generation include imposing a state monopoly on alcoholic beverages production and distribution in the country, introduction of ‘adequate rents’ on natural resources and revision of privatization, amongst others.

“Indeed, if we do go back to privatization, we need to find the actual market prices prevailing at the time selling our state assets and then actual prices paid for them. The difference, there certainly will be a difference, should be paid by the assets owners and then disbursed to pay pensions to elder generation, who actually created the assets in the first place.”
