Kremlin publishes its pool of strategic personnel reserve


MOSCOW, Russia - The Kremlin has released a list of the first batch of qualified specialists and experts in public governance that have been pooled from across the nation that could be used to fill top state positions in all levels and branches of government. Tagged the ‘Presidential Hundred,’ the list contains what the Kremlin has called the ‘most promising talented managers’ from both the federal and regional governments and also from the business community, the NGOs and scientific institutions.

The policy being realized under the patronage of President Dmitry Medvedev is aimed at creating a reserve pool of about 1,000 potential future leaders and bureaucrats, which the Kremlin and regional administrations could use to fill top government positions when vacancies open up or to replace current top government officials that have failed to live up to standards. “This reserve consists of three levels: presidential, federal and regional,” according to Sergei Naryshkin, head of the Presidential Administration in charge of the program in the Kremlin. “The people in this list were put forward by a special Experts Commission comprising 170 of the most authoritative and famous people in Russia.”

According to the Presidential Order regulating the program, the full list of people in this cadres reserve will be published by March 1. “However, the list of Experts Commission members will not be disclosed to avoid possible pressure and lobbying from/and for potential candidates,” Naryshkin said. “The first 100 candidates in the list will have the opportunity to meet with the Russian president in the first half of March.”
