Addressing young State Duma legislators in June, Vladislav Surkov, first deputy head of Presidential Administration, noted the maturity of the Russian political system. “The system is now mature and performs its core functions, with the key parliamentary parties expressing the whole spectrum of opinions in society.”

Surkov also spoke on the need to expand political freedoms. “Parties ought to be flexible and able to enter into coalitions, because democracy is seeking compromises and following procedures. The goal is to minimize violence, and hasty reforms, perverted understanding of democracy as the absence of law and order often lead to destruction.”
