OPK is a major shipping corporation in Russia, whose key subsidiaries include the Severnaya Verf Shipyard, the Baltiysky Zavod plant and the Iceberg Design Bureau.

The main objective of the protocol, according to its signatories, is to determine the key cooperation parameters between the two companies, including the development of joint shipbuilding projects, increasing production capabilities of facilities, joint activities on vessels designing and development of shipping equipment. According to the protocol, HHI, as a partner of OPK, will provide support in the construction of new and upgrading the existing shipbuilding facilities, shipyard management and the construction of specific types of shipping vessels, including gas transporters.
